Council receives consultation report

The community consultation feedback has been assessed by officers and a report was prepared for Council consideration at its meeting on Tuesday, 23 June 2020. The report included the outcomes of the consultation together with officer recommendations regarding the progression of this project.

The outcomes of the consultation resulted in a number of changes to the concept plan for the new Operations Centre. To read the report and minutes (Item 13.3.5), please visit the City's web site (Agenda and Minutes) 23 June 2020.

The Council at its meeting:

  1. endorsed the proposed re-use of the current building materials recycling facility at Kelvin Road waste disposal site (lot 242 Kelvin Road and lots 3, 4, 239, 241, 500 and 501 Brock Street) as the site for the new operations centre, animal pound and rapid waste transfer station.
  2. noted the content of submissions received during the initial community consultation period and the City's responses;
  3. endorsed Concept Plan 4B as the basis for a development application;
  4. noted the feedback received on the development of the public open space proposed for the former Kelvin Road waste disposal site and notes that further community consultation will be undertaken; and
  5. noted the community support for the proposed rural residential subdivision of the former trotting track and notes that a further report will be presented on this matter following the Spring 2020 environmental study.


The City will now be progressing the development application for the new operations centre with the Western Australian Planning Commission. Updates on this process will be provided on this consultation page.
